Display Energy Certificates
Display Energy Certificates (DEC) are applicable to all publicly accessed or publicly owned buildings over 1,000 sq meters and will need to be updated annually. You will need to display a certificate in a prominent place clearly visible to the public by 1st October 2008.
DECs are undertaken by an accredited Energy Assessor using SAP/SBEM Energy Assessment procedures and surveys (including Air Conditioning Inspection of Systems and Heating Boilers and control methods). The Advisory Report will contain recommendations for improving the energy performance of the building and is valid for 7 years. There are penalties, and fines imposed for failure to produce a valid advisory report.
DECs are also known as Operational Certificates, as the energy assessment will include the amount of fuel used over periods up to 3 years as part of the calculation.
Property Managers affected by this law will need to have annual energy meter readings available and are advised by the Government to start collecting this information now in order to be in a position to obtain a certificate by the deadline date of October 2008.
